Review and Copyright Guidelines for the Bulletin of Special Education

Article 1: The Bulletin of Special Education (hereafter referred to as this Journal) is an academic journal published by the Department of Special Education at the National Taiwan Normal University. The editorial board of this Journal is responsible for managing the copyright and relevant issues of this Journal.  

Article 2: Manuscripts submitted to this Journal for publication must be provided in both Chinese and English. Additionally, they should be original manuscripts that have not yet been submitted to other journals for publication or been published for seminars or in books. 

Article 3: During the review period, except in the situations described in Articles 4 and 5 of this guideline, the editorial board may not abandon the review of submitted manuscripts or deprive the right of the manuscript to be published. In addition, authors cannot request to retract submitted manuscripts.  

Article 4: In the following circumstances, authors are permitted to submit a request for manuscript retraction to the editorial board:

1.      The manuscript fails to conform to the regulation specified in Article 2 or is plagiarized.

2.      The manuscript contains major academic or theoretical errors.

3.      The author disagrees with the reviewers’ comments and refuses to modify the manuscript according to their suggestions. When the author fails to accept the reviewers’ comments after the review board has re-evaluated the author’s responses to the suggestions, the Editor-in-Chief shall consult and seek the opinions of the review board and author. If a consensus between the review board and author cannot be reached, the author may request retraction of the manuscript.

A formal letter should be submitted to apply for manuscript retraction. Within 2 months of receiving the application letter, the editorial board shall verify the content of the letter and assess for approval. When approval is obtained, manuscript retraction is processed as an independent case.

Article 5: If a submitted or published manuscript fails to comply with the regulations stated in Article 2 or is plagiarized, the editorial board of this Journal shall verify and resolve the dispute before rejecting the manuscript or making relevant announcements. 

Article 6: When the situation stated in Article 5 occurs, the author is responsible for relevant penalties and charges. If the manuscript is associated with plagiarism, this Journal has the right to reject manuscripts submitted by the author for 1 to 5 years, depending on the severity of the situation. 

Article 7: The editorial board shall notify the author in a formal letter of the resolution concerning Articles 4, 5, and 6. 

Article 8: This Guideline (or amended Guideline) has been approved by the editorial board of this Journal before implementation.
