Review Process

All manuscripts submitted to BSE are subject to review by two or three reviewers. The process is anonymous in that the identity of authors and reviewers is not known to the other party. The review process usually takes at least four months, and authors are notified about status of the manuscript within six months following submission. Copies will not be returned to authors after reviewing.

I. The Bulletin of Special Education is an academic journal that publishes research results in special education and relevant professional fields. Accepted articles in this publication include research papers and literature reviews. Research papers are limited to original and unpublished academic papers. Literature reviews should be topic-based review articles with special creative insights. Translations, general articles, and field or practical reports are declined.

II. This publication publishes three issues every year in March, July, and November. We receive manuscripts all year and review them upon receipt. The initial review opinions regarding the submitted manuscripts are sent to the author within six months of receipt.

III. Principles for manuscript writing:

1.The language of the article can be either Chinese or English. Please write the article with computerized word processing software.

2.In addition to the main body of text, the content of the manuscript should also include abstracts in both Chinese and English (within 400-600 words), and keywords in Chinese and English (no more than 5). The total length of Chinese manuscripts is limited to 25,000 characters, whereas the length of English manuscripts is limited to 7,500 words. The definition of “total length” includes the title, Chinese and English abstract, main body of text, figures and tables, and references. Please make sure that your figures and tables are concise.

3.Manuscripts should be written in single-spaced 12-point Traditional Chinese characters or Times New Roman font, with text aligned in the horizontal direction, and the article continued in the vertical direction, to be printed on A4 sized paper. Margins on all four sides should be 2.5 cm, with the page number placed in the bottom center of the page.

4.The format of the main body of the text and reference citations should follow the “writing style” section on the Web page of this publication.

5.To facilitate anonymous review, please do not include any personal information in either the main body of the text or the Chinese and English abstracts.

6.Photos should be either black and white glossy-surface photos or black and white positives. Illustrations should be drawn in black for ease of reproduction.

IV. Manuscript upload: All submissions should be submitted through our online submission/review system (http://bse.spe.ntnu.edu.tw) after logging into the system as a user. No manuscripts are returned regardless of whether the article has passed review.

V. Reviews and Revisions:

1.Incoming manuscripts must first pass a format review by this publication. Manuscripts with improper format or excessive word count are first declined, and the author is asked to conduct revisions before entering the review process.

2.If authors decide to resubmit a rejected manuscript, the authors are required to indicate all the changes in responding to reviewer comments.

3.All manuscripts passing through the format reivew first enter into the preliminary review stage undertaken by the chief editor, executive editor, and editorial committee members serving as editors-in-charge.  Those that pass this stage are anonymously reviewed by two to three reviewers.  Manuscripts requested to be revised by the reviewer and the editorial committee must be revised within the allotted period by the author and re-uploaded.

4. Review opinions are all communicated to the author immediately. The final review result must be approved by the editorial committee before actual publication.

VI. Manuscript Acceptance:

1.Once the incoming manuscript is sent to preliminary review, the author cannot request a withdrawal without express agreement by the editorial committee. If the manuscript is withdrawn, submissions by the author are not accepted within two years.

2.Once the manuscript is accepted, this publication asks a professional copy-editor to improve the English abstract, and reserves the right to modify the text. The author is responsible for the first proofreading after the paper layout is completed. In response to internationalization, authors with manuscripts that have passed the review process should provide a 1000-1200 word English abstracts, with the content  include four parts: purpose, method, results/findings, and conclusion/implication).

3.In principle, accepted manuscripts are published in order of the date they pass the reviews. However, flexible adjustments may be made with consideration to the integral presentation of topics. Each first author is restricted to two manuscripts per issue. Publication of manuscripts beyond this limit will be deferred to the next issue.

4. Once a manuscript is received and published, two copies of the issue in the printed journal, and 10 offprint copies are provided to the author. No additional royalties are offered.

VII. Property Rights:

1.This publication does not accept published manuscripts (in all languages) or dual-submissions. If violated, no submissions will be accepted from the author within two years.

2. Before submission, the author is responsible to ensure that the manuscript conforms to regulations in the Copyright Act. If information including text, figures and tables, or images from others is cited, written permission or guidelines governing proper academic use must be first acquired or fulfilled. The responsibility lies with the author. If plagiarism regarding writings of oneself or others is involved, this publication will refuse to publish manuscript.

3.If the submission is a revised version of a dissertation, the advisor cannot be listed as the first author. This publication does not accept revised dissertations similar in topic or content to project reports.

4.Authors of manuscripts accepted by this publication are kindly asked to fill in and send back the “Copyright authorization agreement” (please download this document from the Web page of this publication). This signifies the agreement to publish the abstract and full text of this manuscript in the databases authorized by this publication. Please do not submit your manuscript if you disagree.
